  • Former California State APWU MVS Director

  • NBA Motor Vehicle Craft – Western Region

  • National Arbitration Advocate

Javier first became a shop steward because he believes the fight for our future has always been done through team effort. As the Assistant Motor Vehicle Director, Javier has maintained that, “To fight for our jobs and protect our work we must come together, our strength is in our numbers. Our future depends on it.”

While the Motor Vehicle Craft has endured over a decade of attacks from the Postal Service, Javier successfully played a major role in the fight to defeat the Postal Service’s decision to mode convert PVS in California. And when the Postal Service decided to mode convert 162 sites across the entire country, he was an integral member of the team that prevailed in that case. As the Assistant Motor Vehicle Craft Director, Javier played an integral part in the successful arbitration that brought HCR work back into PVS with the Das Award.

Javier strongly supports developing our members through education and extensive training which unites the MVS Craft. He’s always said, “A well-trained and educated membership is an asset to our Craft and the APWU as a whole.”

EDUCATION AND HARD WORK MAKE UP THE EXPERIENCE OUR MEMBERS NEED IN THESE MOST DEFFICULT TIMES. THEY ARE INVALUABLE ASSETS THE APWU “TOGETHER WE WIN” TEAM BRINGS TO THE TABLE!!!
